New Law Bans Recalled Vehicles from Rental Fleets

Safe Rental Car Act more than a decade in the making.

The Houck sisters were killed when their rental vehicle spun out of control and hit a truck head-on.

Years in the making and once the point of contentious debate and delay, the Safe Rental Car Act took effect today. The new law, passed late last year, bans rental companies with fleets exceeding 35 vehicles from using vehicles that are subject to recall until they’re fixed.

The ban is now in effect since has Congress has codified the prohibition in federal law.

Rental Car Act Named for Two Sisters Killed in Crash Passes Senate

House delays vote until after recess.

The Houck sisters were killed instantly when their vehicle spun out of control and hit a truck head-on.

With Washington lawmakers set to go home for their summer recess, family and friends of two sisters killed in a 2004 rental car crash received at least one bit of good news.

The Senate passed a 6-year highway bill on Thursday that includes the terms of the long-delayed Raechel and Jacqueline Houck Safe Rental Car Act. The House won’t deal with the measure until lawmakers return to the capital in September. But if they also approve the measure it would ensure that rental car companies can no longer keep cars in operation that are subject to recall until the necessary fixes are made.

Backers Hope Recall Crisis Will Push Through Do-Not-Rent Bill

Sen. Charles Schumer is pushing legislation that would prevent vehicles needing repairs from being rented by rental car companies or auto dealers.

After a year of record automotive safety recalls, proponents are hoping Washington lawmakers will finally pass a long-stalled measure meant to prevent rental firms and auto dealers from renting vehicles with unrepaired defects to consumers.

Re-introduced into both the Senate and House last week, the Rachel and Jacqueline Houck Safe Rental Car Act of 2015, the measure is named after two sisters killed in the 2004 crash of a Chrysler PT Cruiser they had rented that had a serious defect that hadn’t been fixed.

By the Numbers!

A similar measure died at the end of the last Congress in the face of strong resistance from, among others, U.S. auto dealers. But the mood on Capitol Hill appears to be changing, according to New York Sen. Charles Schumer, a lead sponsor, after automakers recalled more than 60 million vehicles in 2014, and GM set up a victims fund to compensate those killed or injured due to a defective ignition switch.
